Preheat your oven to 180°C (350°F). Grease and line two 20cm (8-inch) round cake pans with parchment paper.
In a large mixing bowl, sift together the flour, cocoa powder, sugar, baking powder, baking soda, and salt. Mix until well combined.
Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix on medium speed with an electric mixer or by hand until the batter is smooth.
Stir in the boiling water slowly until the batter is well combined. The batter will be thin, but that's okay.
Pour the cake batter evenly into the prepared cake pans.
Bake in the preheated oven for 30 minutes or until a toothpick inserted into the center of the cakes comes out clean.
Allow the cakes to cool in the pans for about 10 minutes, then remove them from the pans and place them on a wire rack to cool completely.
If you want to make a chocolate ganache, heat the heavy cream in a saucepan until it begins to simmer. Remove from heat and pour it over the chopped dark chocolate in a heatproof bowl. Stir until the chocolate is completely melted and the mixture is smooth.
Once the cakes are completely cool, you can spread a layer of ganache (if using) between the two cake layers and over the top of the cake. You can also decorate the cake as desired with chocolate shavings, sprinkles, or fresh berries.
